Has a French look to it. It is fancy enough for a living room where a lady would de needlework. The round bars ratchet & hold the fabric tight. it is similar to quilt racks that came later.  The top also adjusts / twists to face you, it becomes more vertical. Looks like itis in good working condition. We see some screws that came later in its lifetime. Overall good condition. We have never seen anything like this before. 

When the top part is flat it measures about 32" tall. The whole top measures about 54" long by about 20" wide.
